Only Washington and Arizona earned perfect scores in the 1999/2000 Digital State Survey, which scored all 50 states for their technology innovations and initiatives.
Washington was perfect in both the Digital Democracy and the Management/Administration categories. The survey found that the state provides its citizens easy access to its laws, legislatures and democratic processes through the Internet.
Arizona tied Washington in the Digital Democracy category.
The survey was conducted by the Center for Digital Government, the Progress & Freedom Foundation and Government Technology Magazine. The study has been sponsored by Compaq Computer Corporation.
