Smart Start boost – $23M goal

Brooks Raiford, former director of the Independent College Fund of North Carolina, has been named director of development for the North Carolina Partnership for Children, known as Smart Start.

Raiford will oversee efforts by Smart Start and its local counterparts to raise at least $23 million a year, or 10 percent of the state’s $230 million appropriation to the early-childhood initiative.

Gerry Cobb, Smart Start’s former development director, now heads a $1 million Smart Start initiative funded by the Carnegie Corp. of New York and the Park Foundation to help other states launch early-childhood programs.
