Oxfam International, the humanitarian charity based in England, says the main threat to thousands of people in Afghanistan is hunger, not U.S. military retaliation for the Sept. 11 terrorist attacks, BBC News reported Sept. 21.

Three million Afghans depended on food aid and it should be resumed to keep refugees from fleeing the nation’s borders, Oxfam says.

Oxfam also has written to British Prime Minister Tony Blair, asking that the international community not target Afghan civilians.

Quoting the United Nations, Oxfam says at least 15,000 refugees have entered Pakistan in the last week, despite attempts to close the border.
