European foundations should take on a greater role in funding research in Europe, and policies should be altered to encourage such investment, a new report says.

“Giving More for Research in Europe,” released by the European Commission, says European foundations provide relatively little funding to research organizations, preferring instead to fund culture and education.

The commission suggests raising awareness of the need for philanthropic funding of research, and recommends national and international campaigns encouraging donations.

Simplifying tax and regulatory policies governing charitable donations for research, while encouraging improved governance, transparency and accountability at foundations, would also encourage investment, the report says.

The report also recommends creating a European forum of research foundations to allow foundations to share experiences and best practices in funding research efforts.
